In a statement, House Speaker John Boehner and Senate Majority Leader Harry Reid said, "We have narrowed the issues, however, we have not yet reached an agreement. Obama Authorizes Secret Aid For Libyan Rebels

U.S. officials have some major concerns about arming the rebels, including possible links between the rebels and Al Qaeda. Others are worried about the price tag of the operations in Libya and fear getting more involved.
