As Scotland hits the polls today to vote for or against independence, the United Kingdom continues to push for Scotland to remain dependent. Although Scottish independence does sounds appealing, there is one looming issue that will greatly hurt Scotland and the U.K. despite the outcome.

The problem is that while Scotland has its own parliament and government, there is no English Government. From 1707 to 1999, Scotland and England were governed by the U.K. Parliament, until a separate Scottish Parliament was created that dealt specifically with Scottish issues.

Now, the funds that the Scottish need to run certain programs is determined by a budget set in London, making it impossible for Scotland to raise tax revenue and borrow money.
