According to Russia’s Presidential spokesman, the United State’s FBI and Russia’s FSB are currently in talks over Snowden.

Although Dmitry Peskov, the Presidential Press Attaché stated,  that they will “not hand anyone over." However, Snowden has been in Moscow’s airport for the last month, due to the fact that he has no travel documents. Edward Snowden’s passport was canceled by the United States, and has been in the Russian airport since leaving Hong Kong on June 23, 2013.

The U.S. Attorney General, Eric Holder, stated that Snowden would not face the death penalty if returned to the United States. In a letter written to Holder’s Russian counterparts, he stated, “We… understand from press reports that Mr. Snowden has filed papers seeking temporary asylum in Russia on the grounds that if he were returned to the United States, he would be tortured and would face the death penalty.”

Holder went on to say that, "We believe that these assurances eliminate these asserted grounds for Mr. Snowden's claim that he should be treated as a refugee or granted asylum, temporary or otherwise."

Peskov did not state the nature of the talks, but did stress that Putin did not want the Snowden case to interfere with US-Russia relations. Reminding the press that Putin has not taken part in any Snowden negotiations and that  "has not made any request that would require examination by the head of state."
