The government administrator in charge of the HealthCare.gov website officially apologized on Tuesday, while also placing blame on the large number of government contractors and unexpectedly high levels of traffic on the site.

Marilyn Tavenner, who runs the U.S. Centers for Medicare and Medicaid Services (CMS) and oversaw the online health insurance marketplace, told a congressional hearing Tuesday that the Affordable Care Act's website has "not lived up to the expectations of the American people and is not acceptable."

"We are committed to fixing these problems as soon as possible," Tavenner said to the House Ways and Means Committee. "I want to apologize to you that the website has not worked as well as it should."

Tavennner said that the Obama administration had expected initial enrollments on the website to be "small," since the deadline for enrollment wasn't until March 2014.  The high amount of traffic during the first several weeks of the rollout was seemingly unexpected.
