Germany, France Demand U.S. 'No-Spying' Deal

German Chancellor Angela Merkel has demanded that the U.S. commit to a "no-spying" agreement with Germany and France,Reuters reports, following allegations that the U.S. National Security Agency accessed tens of thousands of French phone records and monitored Merkel's personal cell phone.
The two nations would seek a "mutual understanding" with the U.S. on cooperation between their intelligence agencies, a framework which other nations within the European Union could eventually join. The E.U.'s 28 leaders have expressed support for this plan.
The U.S. already has a "no-spying" deal with Great Britain, Canada, New Zealand and Australia.
