A judge has said Los Angeles must lift its moratorium on marijuana dispensaries, and the Obama administration has signaled it does not intend to prosecute pot dispensaries if they are legal under state law. Annenberg Radio News host PS Griffin talks with UC Davis professor Vikram Amar about the possibility of legalizing marijuana completely in California and asks if taxing it would relieve some of the state's budget problems.
