President Barack Obama proposed a new plan to combat the rising costs of higher education on Thursday by offering two years of community college free. According to the president's proposal, the federal government would provide 75 percent of the tuition costs, while the states would cover 25 percent.

“What I’d like to do is to see the first two years of community college free for everybody who is willing to work for it,” said President Obama in a video posted on Facebook.
