However, the plan has raised many questions, especially since there is no mechanism agreed for implementation.

Earlier on Wednesday, Putin's spokesperson repeated the Russian position that Moscow could not negoitate a cease-fire because it was not directly involved in the conflict earlier, reports The New York Times. 

European leaders are currently contemplating a harsher round of sanctions against Russia.
