Los Angeles Mayor Eric Garcetti's minimum wage proposal, announced on Labor Day 2014 at the MLK Jr. Park, gradually increases the city's minimum wage from $9 to $13.25 by 2017.

"By increasing the minimum wage, you're going to cause businesses to do one of two things—lay people off or not hire people," said Councilman Bernard C. Parks. "Both of those directly affect employment."

This proposal, according to Parks, may cause more harm than good for small businesses and unemployment in District 8.

Currently, District 8 is the most densely populated district in L.A., with about 250,000 residents and only about 20,000 jobs available.
