Kerry: Troops Will Not Return To Iraq

The U.S. may continue to support the Iraqi fight against Al Qaeda insurgents, but not with manpower, John Kerry said Sunday.

After Islamist militants linked to Al Qaeda took control of the two major cities in the Sunni Muslim-dominated province of Anbar, the Secretary of State told reporters in Jerusalem that while the Shi'ite-led government would have America's support, there was no question of American troops returning to Iraq.

"This is a fight that belongs to the Iraqis," Kerry said. "We're not contemplating putting boots on the ground."

Kerry declined to provide any detail on what exactly Washington would do to help Shi'ite Prime Minister Nuri al-Maliki's government. The U.S. has repeatedly urged this administration to adopt a power-sharing arrangement with the Sunni minority, in hopes of preventing a renewed insurgency.
