Congressman Rob Bishop (R-Utah) is the U.S. Representative for Utah's 1st congressional district. He has been serving since 2003, and is a member of the Republican Party and Tea Party Caucus.

He is perhaps most well-known in Washington for his fashionable three piece suits - he was named the third-best dressed congressman in 2012. Let it be noted that he was also runner-up for "fashion victim."

Fashion aside, Bishop believes the solutions to most problems can be solved by returning to the Constitutional principle of Federalism and the 10th Amendment - returning power and control back to individual states.

Bishop said on his website: "My goal when I came to Washington was to lose power. By that, I meant that when I leave Washington...I want to be able to say I can do less to impact your life than when I first got here. That's what the founding fathers wanted. That's the solution to our problems today."

A true member of the Tea Party, Bishop has said that "the political spin in Washington is revolting, just revolting. It's a callous political game."

Bishop has voted in support of funding for the federal government and a one-year delay of Obamacare.

The current government shutdown, due in part to Congressman Bishop, is affecting the Department of Health in his own home state.

Tom Hudachko of Utah, public information officer for the Utah Department of Health, said:

"The biggest impact we're feeling is with the WIC (women, infants, and children) Program. It's a national program funded by the federal government, but each state runs its own program. WIC provides food vouchers and nutritional education for low-income women, infants and children. We have about 6,000 people in the state of Utah who rely on the program. With the shutdown, we find ourselves in the position of not being able to issue any new food vouchers to existing clients, and we can't take in any new clients. We are also having to close all the clinics and about 300 people throughout the state will be furloughed on the WIC program."
