As the policy and planning manager for a local homeless agency, special needs populations are Clementina Vargan’s primary concern for Mayor Eric Garcetti and the city of Los Angeles.

Although she voted for Mayor Garcetti in the May election, she still feels there are some key concerns for Los Angeles.

“First, special needs populations," said Vargan. "Second is jobs and third is transportation.”

She feels that having her concerns addressed would create a domino effect, bettering the lives of those that need it most. By improving secure housing conditions for the homeless and offering extensive public transportation options, these special needs populations would be able to mobilize and acquire jobs.

Vargan has faith that the mayor will be able to accomplish these goals.

“I know he’s actually into homelessness. He has a spot for homeless youth so I know that in the past he has supported a lot of the youth programs in what used to be his district. I’m hoping that for the future he actually continues on that trend.”

But there are some hurdles that Garcetti will have to cross before improvements can be made. Vargan and her office are trying to establish a working partnership with Garcetti.

“Right now we’re trying to have a better connection with his office and ensuring that he knows the homeless count estimates for the city of Los Angeles, what kind of programs are available for the special needs populations and maybe have him support those programs.”
