"Inappropriate criteria" were used to evaluate some conservative groups' applications for tax-exempt status, according to a leaked report by the Treasury Department Inspector General.

The report revealed that applications which met the critera were flagged and put aside in a folder marked "BOLO" (Be On The Lookout), the Washington Post reported. Flagged applications faced especially lengthy review processes.

These criteria included a list of conservative buzzwords including "patriot," "tea party," and "9/12 project," as well as mention of "government spending, government debt or taxes," or statements which "criticize how the country is being run."

US Attorney General Eric Holder announced that the Justice Department and the FBI would conduct a criminal inquiry into the IRS' actions.
