Dorner's Reward Money: Who Gets It?

UPDATE 3:30 p.m.: Mayor Antonio Villaraigosa and Police Chief Charlie Beck offered this joint statement: “Now that the search for Christopher Dorner appears to have concluded, we are addressing the issue of the $1 million reward.  More than 20 jurisdictions and entities are involved in this reward, so all of them will be coming together to collectively determine whether any individual or individuals qualify for it.  Our personal hope is that the reward will be distributed, but we must follow the rules and respect the procedures of each entity.”

During the Christopher Dorner manhunt, the city of Los Angeles offered a more than $1 million reward for information leading to the capture of the alleged murderer, and many are now wondering who will receive the money. The answer, however, could be no one.

After police announced the reward, the L.A. Times reported that more than 800 tips came in before Dorner's standoff with law enforcement, Tuesday. Rick Haltebrake was carjacked by Dorner in Big Bear, and called the police to alert them of the ex-LAPD officer's whereabouts. Haltebrake told the Times, "Someone owes me $1 million. It was my call that led the officers to him. I know there were two other women involved and I don’t mind parting it three ways." The reports of "two other women" being involved turned out to be false. The other party was actually a couple, who were tied up and held hostage by Dorner. The husband and wife were able to escape and alert the police to Dorner's exact location. Even though these tips did lead to police finding the suspect, the language used in describing the reward may prevent those key tipsters from seeing any money.

In total there were three rewards offered for Dorner, according to TMZ. The first reward was funded by private groups and offered by L.A. Mayor Antonio Villaraigosa for $1 million for information leading to the "capture and conviction" of Dorner. The L.A. City Council offered a $100,000 reward for information leading to "identification, apprehension, and conviction" of the alleged killer. Finally the L.A. Board of Supervisors offered a $100,000 reward for information "leading to the capture of Christopher Dorner." 

Dorner is believed to have been killed in a fire that occurred during Tuesday night's standoff with police. However, the remains found inside the cabin, where Dorner was hiding, have yet to be identified. If the remains do turn out to be Dorner's, it will mean that the wanted man was technically never captured or apprehended by authorities, seemingly voiding the reward.

L.A. City Councilman Dennis Zine told KCal9 in regard to the reward money, "We may have a lot of people file a claim. ‘I made a 911 call, I thought he was in the mountains, whatever.’ So that’s all going to be a process. It’s not going to happen overnight but we’re obligated to follow the rule and the rule is if that follows what the boundaries are then that reward will be paid." The councilman then added, "Is it the arrest and conviction? Is it the ability to locate the individual who is wanted?  There’s a lot of factors. It’s going to be up to the legal experts to make that determination."
