Egyptian President Mohammed Morsi has presented a plan calling on the army to assist in maintaining order in the capital. A part of the plan is authorization for soldiers to arrest civilians.

This new development follows a recent ruling of Morsi's that granted him broad executive powers. That ruling prompted protests throughout Egypt, especially in Tahrir Square, that are still going on.

Both the people and the military have urged that the opposition and supporters of Morsi solve the problem through dialogue.
