As Reuters reports, Cuomo announced that he had signed an executive order that created a commission to evaluate the response of utility companies to the storm and recommend solutions. The commission's suggestions would have to be approved by the New York State Legislature.

"'We can't go through something like this again. We shouldn't go through something like this again, and learning from it is very, very important,' Cuomo said. 'I believe something like this is going to happen again. I think we need to be better prepared.'"

Cuomo said the bureaucracy needs to be "overhauled" and his commission will investigate both state-owned and private utility companies. The Long Island Power Authority has come under heavy criticism for its slow response to the storm and also on Tuesday saw its CEO resign.

President Obama is set to visit New York City Thursday to survey storm damage. The president's emotional trip to the Jersey Shore with Republican N.J. Gov. Chris Christie was largely well-received, and he has been working closely with the governor to assist recovery efforts in the Garden State.
