EU Summit Ends Without Budget Agreement

European Union leaders failed Friday to come up with a new long-term budget, raising questions about the group's ability to dictate what's best for its represented nations.

USA Today reported the EU summit broke up just a few days after 17 finance ministers were unable to agree on bailout conditions for Greece. After presiding over the most recent summit, European Council President Herman Van Rompuy said "constructive discussions" that took place could mean an agreement early next year.

Van Rompuy had proposed a budget with some cuts — too many for British Prime Minister David Cameron, who said the council president's deal wasn't good enough.

"We haven't got the deal we wanted but we've stopped what would have been an unacceptable deal," Cameron said. "And in European terms I think that goes down as progress."
