Romney's illusive foreign policy, soaring gas prices and collapsing state pension funds. Here's a peak at the weekend stories to watch develop for Monday.

Governor Brown has allowed oil refineries to sell the winter-blend of gasoline in an attempt to increase the state's gas supply and lower fuel costs. Gas prices in California have soared since a fire at a Chevron plant in August. 

Mitt Romney will unveil his foreign policy at a speech at Virginia Military Institute on Monday. Romney has been largely mum on his world view but several missteps over Spain, Libya and London have many wondering if Romney will only prove to be George W. Bush 2.0. 

Rising pension costs hang heavy over states' fiscal security. Gov. Brown signed a last-minute bill last week to require California public-sector employees to contribute more to their pension funds. Critics said the bill doesn't go far enough because it applies to new hires only.
