The committee found that Baca and other department managers failed to address several accounts of warden misconduct until the jail underwent inflammatory publicity. The board said Baca had little oversight of the wardens and did little to minimize violence, according to the Daily News.

``You know, I'm not a person that thinks about quitting on anything,’’ Baca said during a news conference at the Men's Central Jail. ``The voters had the grace to give me the job and the voters will have the grace to take it away.''

Baca told reporters Wednesday he will hire an outside custody expert to run the jails and establish an independent inspector general to investigate the nation's largest jail system, according to Mecurynews.com.

"I'm a passionate believer in the public's right to be properly treated, whether they're in jail or out of jail," he added during the press conference. "And I will continue to pursue the improvement of this great organization because I think it's the right thing to do."

The panel had several recommendations, most notably the creation of an inspector general's office to provide oversight of the department and the jails. It also stressed that Baca be personally engaged in oversight of the jails, reported the LA Times.
