In the Oct. 11 vice presidential debates, Biden assured the public that U.S. troops would exit Afghanistan in 2014 now that the primary objective is almost completed.

Yet last week, U.S. and Afghanistan negotiators met in Kabul to discuss the Bilateral Security Agreement to determine when the U.S. will transfer control back to the Afghan government.

State Department representative Marc Grossman said U.S. troops are on track to stay past 2014 to conduct counterterrorism operations. American forces will stay on hand to train and advise Afghan security forces.

The announcement comes one day after NATO said it will keep international troops on hand in Afghanistan for the sole purpose of training and advising Afghans.
