World powers met in Turkey for a Friends of Syria conference Sunday. US. Secretary of State Hilary Clinton said she would double America’s funding of the opposition to $25 million.

The opposition Syrian National Council said that some Gulf Arab states will give millions of dollars to the Council. The money will be given to soldiers, reports The Daily Beast.

The meeting recognized the Syrian National Council as the legitimate representation of Syrians.

Damascus, however, said the countries at the gathering were “enemies of Syria,” reports the BBC.

Russia, China and Iran did not attend the gathering.

Some countries at the gathering, such as Saudi Arabia, have asked for insurgents in Syria to be given weapons. Countries such as the U.S. and Turkey, though, oppose this measure and fear that it will lead to a civil war. Paying soldiers a salary is a compromise, according to the BBC.
