After a two-day discussion with Iran, the U.N. nuclear watchdog International Atomic Energy Agency failed to gain access into a military site Tuesday.

According to the New York Times, Tehran prevented International Atomic Energy Agency (IAEA) inspectors from visiting a key nuclear site to help determine if it held "possible military dimensions."

"It is disappointing that Iran did not accept our request to visit Parchin," said IAEA Director General Yukiya Amano.

No public comments have been released by Tehran in response to IAEA's remarks, said the BBC.

A November report by IAEA said Parchin may have been the site of high explosive tests that could power a nuclear bomb, according to CNN.  The report said Iran failed to explain the rationale behind suspicious activities, including the existence of a chamber built to hold 154 pounds of high explosives.

The agency's visit comes at the height of many Western fears that Iran's nuclear program is a cover for atomic weapons ambitions, said CBS.  Iran already faces harsh sanctions set in place to force Iran's cooperation in determining the motivation for its nuclear program.

The IAEA announced in a press release the inspectors left the country following the failed talks.  A new report on Iran's nuclear program is expected to be released next week.
