A report by the Independent International Commission of Inquiry on Syria said that enough evidence exists to charge many military and government officials.

"A reliable body of evidence exists that, consistent with other verified circumstances, provides reasonable grounds to believe that particular individuals, including commanding officers and officials at the highest levels of government, bear responsibility for crimes against humanity and other gross human rights violations," the Associated Press reports the Inquiry’s report to say.

The panel was led by Brazilian professor Paulo Sergio Pinheiro. Members of the panel also found some armed oppositions groups to have committed abuses.

The UN Human Rights Council is expected to hold a meeting on Syria next week, focusing on the violent crackdowns by President Bashar al-Assad.
