Did Herman Cain's 999 Tax Plan Come From Video Game?

Herman Cain's 999 tax plan has received a lot of attention recently, but fans of the video game SimCity have long been aware of it. That's because in the land of SimCity, a similar 999 plan already exists!

From The Huffington Post: "Long before Cain was running for president and getting attention for his 999 plan, the residents of SimCity 4 -- which was released in 2003 -- were living under a system where the default tax rate was 9 percent for commercial taxes, 9 percent for industrial taxes and 9 percent for residential taxes."

To compare, here's what Cain's 999 plan looks like:

  • a 9 percent personal income tax
  • a 9 percent corporate income tax
  • a 9 percent national sales tax

Cain's 999 plan was reportedly crafted by an investment adviser working at a local Wells Fargo branch in Ohio.

Of the similarities, Time noted: "While it's possible that Cain's simple and memorable tax plan drew inspiration from his years as chairman and CEO of Godfather's Pizza, there's no denying that Sim City 4 had the idea first."
