Members of the United Nations Security Council drafted a resolution that would hit Syria with new arms sanctions on Tuesday as dictator Bashar al-Assad is under intense pressure to halt violence against opposition protesters.

The resolution would express "profound regret at the deaths of thousands of people including children," according to a copy obtained by the Associated Press.

At least 2,200 people have been killed since a non-violent opposition movement began demonstrating against Assad, who has been in power for 11 years, since the uprising began in March, according to the New York Times.

But the move, supported by the United States and its European allies, doesn't have unanimous support from all the world body's permanent members.

Russia and China, two of five seats on the Security Council with veto votes, have indicated that they do not support the measure.

A UN probe is currently looking into human rights violations orchestrated by the Syrian regime against protesters.
