Judge Rules Jared Lee Loughner Mentally Incompetent To Stand Trial In Tucson Shooting

A federal judge on Wednesday ruled Jared Lee Loughner mentally incompetent to stand trial in the shooting rampage in Tucson, Ariz. that left six dead and 13 wounded, including congresswoman Gabrielle Giffords. The ruling effectively ends all the all the legal proceedings in the January 8 shooting, at least for now.

According to mental health professionals, Loughner is a paranoid schizophrenic.

The Los Angeles Times reported:

After studying reports from two mental-health experts who examined the 22-year-old defendant, Judge Larry A. Burns stopped federal death-penalty proceedings against Loughner and sent him back to the federal medical center for prisoners in Springfield, Mo., for treatment and further evaluation.

Burns scheduled another hearing for Sept. 21 to see if Loughner's condition had improved enough for him to assist in his own defense.

The ruling also appears to put on hold any state trial against Loughner, as local authorities say they will not be able to try him until after he is either convicted or acquitted in federal court.

"The defendant was not able to comprehend the charges," Burns said. He also said that Loughner had an "irrational distrust of his lawyers" and "has delusions that prohibit him from considering legal defenses."

ABC News reported that before being declared mentally incompetent, Loughner yelled: 'Thank you for the freak show,' 'She died in front of me' and 'You're treasonous.' He was ultimately removed from the courtroom for his outburst.

Loughner has pleaded not guilty to the 49 charges he faces, including murder and attempted murder, related to the January shooting rampage which happened at a weekend constituents meeting Giffords was holding outside a Tucson supermarket.

Giffords, who was shot through the head and brain, is at a rehab hospital in Texas recovering from her injuries.

According to CNN, Giffords' office declined to comment on the ruling.
