Hogan-Rowles: It's Not Over

L.A. 8th District City Council candidate Forescee Hogan-Rowles has still not conceded the election to incumbent Bernard Parks, despite his late-night declaration of victory.

Parks currently has 50.89 percent of the vote with some votes still waiting to be counted, still more than the 50-percent-plus-one-vote Parks needs to avoid a run-off election.

Hogan-Rowles took to Facebook Wednesday morning to declare that the race was not over:

It's A "Nail Biter" in the 8th District LA City Council race' according to comments on NPR this morning!!! We stand firm in confidence knowing that the remaining 1800-3000 ballots will be in our favor...the FIGHT is STILL On!!! We will keep you posted..Parks less than 51 percent at 50.89.. is NOT a win!! The FIGHT GOES ON!!!

Hogan-Rowles’ statement implied that the election would go to a run-off if Parks failed to secure 51 percent. However, there will actually be no run-off as long as voters favor Parks by 50 percent, plus one vote.

Parks’ press deputy Dennis Gleason said over the phone that the Councilman understands his opponent wanting to hold out until all the ballots, including absentee, are counted. However, he said, the election is highly unlikely to turn in Hogan-Rowles favor at the last minute.

“Based on our number-crunching last night, she would have to get somewhere in the neighborhood of 70 percent of the remaining ballots,” he said.

Supervisor Mark Ridley-Thomas, who - along with L.A. worker unions - threw his full support behind Hogan-Rowles, making her suddenly a serious challenger to Parks, said on Twitter that Parks had called the election too soon.

“I guess Bernie learned nothing from premature claims of victory. Anybody over there heard of provisional ballots or late absentee ballots?” Ridley-Thomas wrote.
