Though he didn't address it in his State of the Union address, President Barack Obama said he will push for stricter gun control legislation at the national level "soon." But even with any changes at the national level, there's a mishmash of local and state laws that conflict and differ, leaving the system for buying guns tattered with loopholes.

"President Barack Obama said he will push for stricter gun control legislation at the national level "soon." He did? No, some of his aides did and "soon" ?? Hmmm...I guess he will get right on that right after the 2012 election. LOL - tuscon has already faded thanks to Egypt and now the Budget.
Yes, it is rather silly that gun rights are so different between the states, but that really is up to the states to decide for themselves. In Missouri, it's much the same as you listed Arizona being. For almost any firearm, it's only the federal laws that apply, and the do-nothing-feel-good laws on the federal level have at least been streamlined. You cross the Mississippi River into Illinois, and gun owners are registered like sex offenders, there are waiting periods to leave potential victims unarmed for a little while longer, and they're only lagging behind California in passing any foolish gun control law that gets mentioned.
Also, it's only a loophole if there is a law against it, and you find a way to make it legal. Not having to wait a week before getting a more effective means of defending yourself from the guy who has been threatening you every day because the a judge waived that requirement would be a loophole in an area where waiting periods are mandatory. If there is no such law, not having to wait isn't a loophole.
