Brown To Reveal California Budget Proposal Monday

California Governor Jerry Brown will reveal a budget proposal Monday designed to reduce the state's billion-dollar deficit.

The proposal is expected to introduce drastic cuts and an increase in taxes.

"Everybody is concerned about everything, and I think when they see the budget they'll have even more concerns than they do today," Brown said.

Though Brown has not released any details of the plan yet, a source familiar with the proposal tells the Los Angeles Times that a variety of state programs and services will be affected, including Medi-Cal, welfare, and the state's Healthy Families insurance program.

The governor will also ask voters to approve an extension of 2009 tax hikes on their incomes, purchases and vehicles in a spring special election, insiders say, and he will tie the tax extension to protecting school funding.

Brown will propose trimming expenditures on universities and cash grants for the poor. And he wants to lower the maximum age for children who benefit from state-subsidized child care. In addition, he will try to curtail money for redevelopment and other business-friendly tax provisions.

On Friday, Brown announced he will chop the Governor's Office budget by 25 percent, dropping it from $18 million to $13.4 million.
