House Democratic leaders pulled proposed rule to amend the tax bill off the House floor Thursday amid growing concern over whether Democrats would get enough votes to pass it.

The rule, which amends the estate tax provision of the bill by taxing a larger proportion of wealthy estates and increasing the tax rate, must be voted on before the House can vote on the bill.

Both Democrats and Republicans have voiced opposition to parts of President Obama's tax deal, a compromise he made with Republicans to extend the Bush-era tax cuts by two years.

The House was expected to vote on the bill Thursday. But the recent road block could delay the vote until late Thursday evening or early Friday.

The Senate approved the bill Wednesday with a 81 to 19 vote.
