Revenues fell flat of expectations by about $403 million, but expenses were also $519 million less than expected, leading to $116.3 million in net savings. Delays involving the Expo Line, Orange Line, Gold Line, I-10/I-110 congestion reduction plans, among other projects, accounted for about $150 million of the savings.

In the first year under Measure R, which increased the county sales tax by half a cent, the rise brought in about 50 percent more money than budgeted for. This helped offset a 40 percent drop in state funding for transit.
