Israel Prime Minister Benjamin Netanyahu has agreed to back a 90-day freeze on settlement construction in the West Bank after talks with Secretary of State Hillary Clinton on Thursday.

Netanyahu presented the incentive package discussed with Clinton to his cabinet on Sunday. Netanyahu said the details of the plan are still being negotiated, but the U.S. has offered to provide military tools and to oppose any attempts by Palestine to obtain statehood in the West Bank, East Jerusalem and Gaza. In return, Israel will stop the construction of settlements in the West Bank for 90 days.

The goal of the freeze is to allow time for talks between Israel and Palestine to gain momentum. The Obama administration has also said that after the freeze, it will continue to oppose Palestinian efforts to gain recognition of statehood and will instead encourage negotiations between Palestine and Israel.

Once details of the arrangement are finalized, Netanyahu will bring the plan before his security cabinet. The vote is expected to pass.
