Fuel Rising In Prop. 26 Supporters' Campaign To Make Fees And Taxes Synonymous

More than $7 million has been donated so far this month to the campaign backing California's Proposition 26, which would amend state law to require a two-thirds vote instead of a majority vote to set regulatory fees at the statewide and local level.

Critics of the proposition have barely raised $3 million total this entire year. But they fear if Prop 26 passes, California's landmark climate change legislation, AB 32, could be derailed.

The San Jose Mercury News goes into a deeper breakdown that's absolutely worth reading, but essentially, the state Legislature can barely muster two-thirds votes to pass taxes. By making it harder to pass so-called "fees," legislators would also have a tough time producing enough votes to impose the fees called for under AB 32 regulations to sanction environmental polluters.

The monetary support for Prop 26 increased this month after backers of Prop 23 seem to have realized the measure would not pass. Prop 23 has gained far more attention than Prop 26 in the media during the election season. That could very well change in these final 13 days before Nov. 2.
